FOHO WV has been printing this WV Animal Law Book since 2008. We are encouraged that so many counties are requesting the law book.
We are so grateful to The Monongalia County Canine Adoption Center for sponsoring the printing of 300 copies of the 2024 WV Animal Law Book. We no longer have national groups offering to sponsor our printing so we were so fortunate to have one of our local supporters like Dana Johnson and her team of dog wardens offering to do this. If you know of another group who may be interested in sponsoring additional copies of these books when we need them reprinted, please let us know.
The new edition has a pale gray cover with 16 additional pages of updated law code.
Each book is $12.50 with a $4.13 USPS charge to ship one book. We are asking for a $15.00 ‘donation’ per copy of the 2024 Animal Law Book. This will pay for the increased cost for postage and shipping materials. It may also contribute to a fund for another printing of the book when needed. Your donation is appreciated.

If you are trying to get local authorities to check out complaints of abuse.
The sheriff has some laws to check in the code when there are complaints….
7-10-1 – Every county has humane officer by law / law enforcement must investigate all complaints
19-20-5. & 19-20-6 check for registration tags / can seize dogs without
19-20A-2. Vaccination of dogs and cats.
19-20-9 failure to register a kennel
61-8-19 protect from the elements of weather, food and water. This is vague but any officer can interpret this to the animal’s benefit if they are inclined.
Getting complaints to proper authorities i.e.. local law enforcement, county commissioners and news media helps in these situations. Email us for more info here.
If you suspect there is a puppy mill in your area there is 19-20-26 Commercial dog breeding operations code. It does require there be 11 breeding dogs on the premises but it allows for checking by the authorities to find if they have the proper licensing, etc. Often the law will find violations of the above code at that time too.
